I am writing in response to your request for information below (ref 2059).
At this time there is no document titled ‘risk strategy’ for dealing with funding overspends. The risk management system, however, incorporates all identified risks to the project, including potential increases in Part 1 Compensation costs. The £69 million land costs you refer to are included in the overall £290 million cost of the road scheme. The current proposed scheme does not include the Poynton bypass.
If you are unhappy with the way we have handled your request you are entitled to ask for an internal review. Dear Ms Naven
Virtually every roadbuilding scheme over the past 10 years + has gone massively overbudget (evidence available on request). The Council has stated to me in a FOI response that it would be liable for cost overruns.
Please may I see the risk strategy for dealing with this potential problem. I see that already the quoted was it £48 million in compensation costs will have risen to £69 million in the next 7 years, as per your recent FOI response. This road, through Poynton I might add, has the potential to bankrupt Stockport Council.
I look forward to your response, hopefully without having to waste the time of the Information Commission, as would seem to normally be the case to get any answers at all.
