I am writing in response to your request for background information relating to the comment quoted in the first quarter performance report, submitted to the Council’s Executive on 1st September (ref 2163).
This relates to National Indicator 140 which is collected via the Place Survey and reports the percentage of respondents who believe they have been treated with respect and consideration by local public services. In addition to the national survey which was undertaken between September and November 2008, a ‘boosted’ survey was also undertaken within five ‘priority’ areas of Adswood/Bridgehall, Brinnington, Lancs Hill/Heaton Norris, Reddish and Stockport Town Centre. Both surveys used identical questionnaire and methodology and the 1,500 responses received ensured that the results were statistically valid. Both surveys were carried out by IPSOS MORI on behalf of the Stockport Partnership and it is their analysis which has determined the quoted figure of 61%. Across the five areas, the actual figure was 65.3% of respondents who say they were treated with respect and consideration ‘all the time’ (17%) or ‘most of the time’ (48%). The 61% represents the figure for the Adswood/Bridgehall, Brinnington and Lancs Hill/Heaton Norris areas only, which are the Council’s ‘Priority One’ Neighbourhood Renewal areas. This is the first time this question has been asked in the survey so there is no previous data to compare it against. As the report suggests, further work is being carried out to analyse this data and use it to inform future actions. A full list of the National Indicators derived from the Place Survey was included as Appendix 2 to the Executive report.

Perceptions are lower at 61% within priority areas, and further analysis is being carried out in order to identify factors behind this across the Council and partnership.
