Mr Parnell RIP attended the Children and Young People’s Scrutiny Committee Scrutiny Review Panel on 15th October 2008 to beg for counselling help for his lovely, troubled daughters adopted from Stockport Council. No help was forthcoming, as it hadn’t been for the previous decade or for the following five years until his untimely death paralysed by cancer and hounded by dodgy council officials even whilst in Intensive Care for fictitious council tax arrears of £24.
