Don’t Panic, Stockport LibDems have no idea what it will cost to replace the A6 MARR railway bridge

Dear Mrs Oliver,

I write regarding your request received on the 28th
October 2015. I have provided the Council’s response as follows:

The cost of the bridge is still subject to completion of detailed
design and final approvals from Network Rail; therefore this information is not
currently available as the associated costs are still in development and would
not be disclosed until appropriate sign-offs from all parties. The cost of the
bridge and associated risk allowances are covered within the overall scheme
budget.

Don’t panic, the dodgy Stockport LibDems are moving the Manchester Airport oil pipeline

But even though Stockport Council has a legal duty to keep information in a manageable form, they can’t let me see even one piece of information on the moving of this vital oil pipeline.

Will the LibDem incompetents make a mess of this too, like the A6 MARR railway bridge? You betcha they will.

I am sorry it was not clarified to you previously,
however the Council’s response to your request below is effectively the same
line as its response with the OPA; that,

There are a number of parties who were involved in
that process that are no longer part of the project team, which would add
further time, resource and expense, in addition to the numerous persons
involved in this process that are retained as part of the A6MARR project team.
Therefore the Council considers that the 18 hours exemption applies regarding
your request to see the communication between the project team and the
contractors.

I am afraid that the time limit would still exceed 18 hours to
source the information you are requesting. This is because the work would
entail liaison with a number of officers involved and sifting through
information that can be released and information that would need to be withheld.

Dear Mrs Oliver,

I provide Stockport Council’s response regarding your request
below and you may also receive a similarly worded response from Cheshire East
Council.

Cheshire East and Stockport Council are currently applying for
planning permission regarding the construction of the Hazel Grove/Buxton
Railway Bridge. This is being applied for as a result of the applicant working
closely with Network Rail throughout the development of the original approved
design for the Hazel Grove/Buxton Railway Bridge (as per the planning
permission granted by Stockport Council in June 2014) and subsequently in the
development and detail of the design to arrive at the design that is the
subject of this planning application. Throughout this period of technical
design development and Network Rail liaison, a number of issues have been
identified which have influenced the design and led to changes to the original
approved design.

·
Requirement
to accommodate provision for a three-metre wide access track beneath the bridge
on the east side of the A6MARR carriageway, as requested by Network Rail.
This is for a possible future footpath (FP75) diversion, which would allow
Network Rail to close the nearby uncontrolled pedestrian crossing as part of a
national drive to eliminate this type of crossing.

·
Effects
of ground conditions which necessitated an increase in the retained height for
track support between piles in the previous design.

·
To
address Network Rail concerns regarding increased retaining wall height for
track support between supporting piles.

·
To
de-risk the Network Rail possession programme for bridge
construction/installation.

·
To
accommodate other Network Rail requests, including provision of a permanent
bearings inspection gallery at each abutment.

It was therefore concluded that the structure design would need to
be altered, hence the requirement for the recent planning permission as
referenced.

There are no documents pertaining to a potential 2 year delay
referenced within the FOI. Currently the works are still progressing as
programmed.

As long as all the extra work/project delays
are identified, the costs can be calculated and independently audited.

I am very keen to protect the public purse;
always have been.

I recall the A6 bypass when costs rose from
£179m to £1billion over a short space of time, and Councillor Derbyshire
et al were completely unconcerned by this. Evidence available on request
