Mr Parnell attended the Executive Meeting of Stockport Council to ask for help for his troubled daughters adopted from Stockport Council. Nobody listened; nobody cared.

Mr Parnell asked a question about the extent to which literature about Human Rights Act was studied by members and officers.

The then Leader of the Council Dave Goddard responded that Executive Councillors had been briefed on the legislation and invited the questioner to put any issues of concer in writing.

Mr Parnell had done this hundreds of times and had been ignored.

The Executive Councillors present at that meeting were –

Goddard, Derbyshire, Alexander (Shan) Bodsworth, Candler, Clay, Hogg, Pantall, Weldon and White.

Example of questions asked by Mr Parnell

Town Hall Protester Posted on Fri, November 15, 2013 16:53

This question was to Weldon at the Executive Meeting 8th September 2008

Main question – “Adoption & Children’s Act 2002. Under this statutory act you can request an assessment of your adoption needs. Does this Local Authority following a request for an assessment have a time frame in which an assessment is done and then concluded?”

Supplementary question – “Who has the legal duty in this Local Authority to perform this assessment, and if this is not done, then who is responsible to enforce what is passed in law..”

I don’t know if he ever got a reply from Weldon. I shall ask.
