Members of the public will be able to have their say on the accountability of Greater Manchester Police.

Members of the independent Committee on Standards in Public Life will visit the city next month.

They are gleaning information as part of an inquiry into policing and public accountability, which will report to the prime minister after the General Election.

Their visit to Manchester on February 5 comes after health and safety charges against GMP relating to the fatal shooting of a Salford dad were dropped.

Anthony Grainger was killed by a police marksman in Culceth, near Warrington, in March 2012 as he sat unarmed in a car. Concern over the sensitive information being aired in court prompted the Crown Prosecution Service to offer no evidence in the case.

Committee members will meet the region’s Police and Crime Commissioner, Tony Lloyd, Deputy Chief Constable, Ian Hopkins, and members of the Police and Crime Panel for Greater Manchester.

Greater Manchester is one of a sample of police areas being visited across England.

David Prince and Sheila Drew-Smith, of the Committee on Standards in Public Life (CSPL), are also holding an open session from 11.30am to 12.30pm in room 312 at Manchester town hall to meet interested parties or members of the public who would like to hear more about the inquiry or give their views on policing accountability in Greater Manchester.

The committee is also asking the public to tweet @publicstandards or email public@publicstandards.gov.uk in advance with any questions they would like them to ask the PCC, Police and Crime Panel or the police.

The CSPL is an independent, advisory, nondepartmental public body that advises the prime minister on ethical standards across the whole of public life in the UK. It monitors and reports on issues relating to the standards of conduct of all public office holders. CSPL was established in 1994 by the then prime minister, Sir John Major, following a number of high-profile cases of misconduct by public office-holders.

Tony Lloyd was elected as Crime Commissioner in November 2012. The turnout of the Greater Manchester electorate was 13.6 per cent.

In the previous years, Mr Parnell’s legal right to receive help had simply been ignored in the tried and tested Stockport Council way. Once Dave (now Lord heaven help us all) Goddard became Leader in May 2007 the vicious treatment of Mr Parnell began with the assistance and collusion of Stockport Crown Prosecution Service, the Police and the Magistrates Court.

Dear lighthearted folk

Just a quick hello. If you phone Stockport council, like I did last week, you could be put on hold and left listening to the attached
song by snow patrol. I was left for 20 minutes listening, so while I was waiting
I put the words to script and went and waited in Fred Perry House. I sat on the
floor and while waiting played the song and lyrics on my phone. The funniest
thing – a lady on an internal phone was also waiting and laughed because she was
listening to the same from two different sources. She liked mine best because
she followed the lyrics with a smile and it was followed by many others there who were also
waiting. A kind police desk clerk informed me the police had been called and
were on their way, so to avoid arrest might I leave before they arrived. Council
security guards were not very pleased, but it is quite OK for us to be kept
waiting. Take note of the words that are sung in the lyrics; the council should
read and listen themselves, then they will understand,
I did not get arrested
and later contacted the police who haven’t commented they will be taking any action. Only smiles the lighter side of peaceful protest; make people smile and they will
be on your side.

Dear Executive
Councillors

I have twice in the
past drawn your attention to what is happening regarding Mr. Parnell. All of you
refused to express any concern whatsoever.

Please see the
attached. I would appear there is a legal right to peaceful protest. I think
the damages the Council will have to pay Mr. Parnell will be huge for the 64
times the police were called and his repeated stay in police cells. I assume
your insurers won’t cover this illegal activity, as they have financial problems
of their own, and that this compensation will have to come from council
taxpayers’ money.

What a shame none of
you acted to stop this abuse within reasonable
timescales.

I hope neither Mr
Parnell nor his daughters commit suicide, which is a possibility; in that tragic
eventuality the Council will have to pay out tens of millions of
pounds.

Yours in disgust at
what you allow to continue in this rotten borough.

Dear Mr Schultz

Mr Parnell has been sent to a particularly nasty
prison maybe until January 2010. We all know he did nothing – there was no
sneeze on the CCTV, which was not allowed to be shown in the Magistrate’s
court. This sentence beggars belief.

He is a very sick man and I think he is likely to
go on hunger strike. If he dies, I will take apart all that has gone on and
seek prosecutions against all who lied and acted in such an unreasonable way to
him.

Despite pontificating in the local press about the
wrong people being in prison, his local MP, as one has come to expect from him,
has done nothing.

If Mr Parnell dies in prison, there are a lot of
people at Stockport Council who will be held to account.

Dear Mr Farrar

Mr Parnell is highly likely to die in prison, maybe
from hunger strike. Your insurers will end up paying out millions to his family
because he has done nothing wrong. May I suggest you ask to see the CCTV of the
alleged non-incident, which wasn’t allowed to be shown in the
cosy-relationship-with-the-Council Magistrates’ Court. That would expose the
corruption and get him out of Forrest Bank prison soon before anything even more
terrible happens, with the resulting lesser claim against your
insurers.
