Dear Mr Houston

Regarding the letter sent by you on 8th
March 2012, I can’t request Mr Majothi carries out the stage
2 complaint process because he is up to his neck in this case. He should
have realised the Council had a statutory duty to help Mr Parnell and got off
his bottom and done something. He didn’t – year after year after year.
He is a massive part of the problem. You will have to deal with
the Stage 2 complaint.

I have heard nothing back from Mr Parnell, so the letter of authority
stands until you send me written confirmation that he doesn’t want me to act
for him or I hear further from him. I am happy not to act on his behalf
as I have a lot on my plate, but I wonder if the two council officers you
mention are the same ones who threatened to kill him, kick his f*cking head in
and ram his phone so far up his backside he would be sh*tting phone parts for a
week, or, indeed, the ones who attacked him. Or, I wonder if they
are officers who knew all this was happening (I sent you the video
evidence) and did nothing about it. I hope you don’t mind if I don’t
take the word of anyone at Stockport Council. Documentary evidence is needed
before I stand down.

I am taking the matter to the Crown Prosecution Service Inspectorate,
who have recently been very critical of the CPS. I didn’t know they
existed. Mr Parnell’s case should never have been taken by them to court
as they failed to prove the five statutory tests they need to establish
before taking a case forward, and they took a huge number of cases
forward against him.

So, no whitewashes please. Just do your job and do it properly and
every step of the way I shall keep interested parties informed of your
responses.

Just some points from your letter which need raising:-

1) “this letter has addressed the issues raised under Stage 1 of the
Council’s corporate complaints procedure.”
No, it
hasn’t!

2) “I have decided not to uphold your complaint”.
This is not surprising but nevertheless disappointing. You were, of
course, always likely to support Mr Khan.

3) “It would be inappropriate for the Council to investigate the
complaints you have raised on behalf of Mr. Parnell…..he subsequently spoke
to two Council Officers to retract the consent.”

This comment is unacceptable. It is vital to know who these
supposed council officers are? Please detail their names
and the circumstances of this alleged encounter.

4) “As you no longer have authority to act on behalf of Mr Parnell,
the Council is not obliged to investigate the issues you have raised on his
behalf.”
I do have authority unless you prove
otherwise.

I have experience of the Council’s complaints system which is
innavigable. I raised with Mr. Majothi the fact that the school which I
correctly stated had a £5 million black hole in its funding, was to be put on
unremediated toxic waste. I got nowhere with Mr. Majothi and I think you
will realise that I am no quitter. He is impossible to deal with.
There are entire websites devoted to the sheer incompetence of our Local
Ombudsman and as they employ former senior council officers, their impartiality
is in doubt.

5) I have repeatedly raised this matter with the former Chief
Executive, the Leader, the Current Chief Executive, Khan, Webb and all the
Executive Councillors. I have the email evidence. To say I have not
raised this matter before is an untrue statement and I wonder why you
should claim that despite a large amount of documentary evidence to the
contrary. I have been branded vexatious for contacting the Council
repeatedly. If the Council stopped sending innocent council
taxpayers to prison and failing to investigate their valid complaints, there
would need to be less contact.

6) “Mr Parnell should have complained about these issues sooner”.
Mr Parnell tried and tried and tried, as can be confirmed by the local
reporter. He was repeatedly arrested for trying to enter council
buildings. I have had to plead with the police not to arrest him for
trying to leave a council meeting early. You forget there is masses of
documentary police and court evidence. Please do not insult my
intelligence by making such ludicrous statements which are ill-befitting to a
senior and highly paid Council officer.

Your letter is full of shoulds and mays and inappropriates and when you
say it is difficult to investigate Mr Khan you mean you really don’t want to.

Please proceed with this complaint and do so in an honest and
professional matter, bearing in mind the close scrutiny to which your replies
and indeed the whole complaint process at Stockport Council will be put.

Do we want a Chief Constable who lies?

Dear Chief Constable

In the light of the case documented below, your
officers are wrong in repeatedly arresting the peaceful town hall protester. At
no time has there ever been any threat of violence from him and he has the right
to Freedom of Expression, even living as he does under the LibDem
jackboot.

We need to post all the information relevant to his
case on the Internet and make it available to journalists. How can the LibDems
claim to support human rights?

Your officers would be better employed arresting
Khan for wasting police time. This case has cost the taxpayer probably hundreds
of thousands of pounds and you were told years ago what was going
on.

Dear Chief Constable

Mike Iveson, clerk to the LibDem Executive at
Stockport Council, has emailed me today reiterating that nothing has changed. I
can’t, therefore, be allowed to sort out Mr Parnell’s problems with the Council,
which I could do in about an hour, so they will continue arresting him and
wasting police time. Andrew Stunell is largely responsible for the formation of
this gruesome coalition but he can’t lift a finger to help a constituent with a
simple problem.

Mr Iveson said Miss McAvity, the Monitoring Officer
(when there is wrongdoing at Stockport Council she’s not there) might get back
to me. She has never bothered before, so I won’t hold my breath.

I shall ask Khan, the Council Solicitor, tonight
at the council meeting if he will let me be an intermediary for Mr Parnell to
stop this ludicrous waste of police time and resources, court time and hundreds
of thousands of taxpayers’ pounds, but he is quite pointless too, so not much
hope there either.

Fahy says he received no emails from me

Dear Chief Constable

As you know I have previously raised the matter of
Mr. Parnell and Stockport Council with you and eventually you stopped your
officers from arresting him.

I have to say that maybe your two officers who
tragically lost their lives in Mottram would have been better served by you had
you not allowed literally thousands of police man hours to be wasted on Mr.
Parnell’s case and diverted those resources to dealing with the true crime
situation in Greater Manchester. However, that is now between you and your
conscience.

The matter that concerns me now is that
Stockport police station is moving to Fred Perry House. Due to the – shall we
say idiosyncratic – nature of senior councillors and council officers at
Stockport, it is claimed that Fred Perry House is not a new building but simply
a re-naming of Ponsonby House ( I know, that’s what I thought too!). Mr Parnell
is banned by a Criminal ASBO, imposed on him for a crime of which he was
acquitted, from entering Ponsonby House, which as we have learned has now been
re-named at a cost of £12 million as Fred Perry House. If the Council arrests
Mr Parnell in future on a trumped-up charge, such as leaving a council meeting
early or using the town hall loo despite written permission to do so, and the
police take him into Fred Perry House, then he faces 5 years in prison for each
time they have him arrested (for an offence of which he was acquitted). If he
goes to the new police station for any reason – to report a lost or stolen item
or to hand in anything he has found – then he faces 5 years in prison for each
time he enters. I have no doubt you will appreciate the lunacy of this
situation brought about by the assorted fruitcakes who run Stockport Council and
aided and abetted by your actions over many years.

I would be interested in any comments you wish to
make about this matter, which will be posted up on my website. In the run up to
the next general election, which will be a very hard-fought one, every time the
LibDems mention their commitment to civil liberties in any newspaper, I shall
bung up a link to my website. So, we need to sort this matter out now, as you
should have done years ago, to avoid embarrassment to you and, let’s not forget,
further intolerable strain being put on Mr. Parnell. I wait to hear from
you.

Mr Parnell appears to have a restraining order for
a crime of which he was acquitted; the court found the Council employees had
lied.

1) Why would the police arrest someone for
breaching a restraining order which presumably was unenforcable, as he had been
acquitted the original offence? I wonder whether you could look into this and
let me have your comments.

2) Mr Parnell’s various banning documents
seem to be incorrectly filled out, with no mention of the legislation under
which he was being restrained and other errors. I wonder whether you could look
into this and let me have your comments.

Fortunately, the police are no longer arresting him
but the Council is still calling out the police to him, to which I believe the
police are obliged to respond. Stockport has lost 15 police officers. Local
people are themselves being asked to act as unpaid police officers. This is all
bad enough without the Council adding unnecessarily to this burden. His MP
Stunell, a negotiator of the Coalition Agreement which has led to cuts in the
police forces, refused to lift a finger to help him as the council wrongdoing
was being carried out by his political cohorts

Mr Parnell owes no council tax arrears, he is never
rude or offensive, senior council officers are paid over £100,000 per annum to
sort out problems yet they have done nothing – his problem is so simple it can
be sorted out in minutes. They are trying to send the bailiffs in for money
he doesn’t owe and his home is at risk. If he goes to the Council to sort this
out, this dubious council calls the police to arrest him on a restraining order
for a crime he was acquitted of and at his trial council officers seriously lied
to the court about. You really, really couldn’t make this up.

I am going to take this to the Home Secretary if I
get nowhere.

Mail and Guardian.

Mr Parnell has never “engaged” me to work on his
behalf. What I saw was a decent, honest, determined man being abused, beaten,
wrongfully arrested, placed under house arrest and imprisoned, to the detriment
of him, his wife and his daughters, and a lazy MP paid to help him with his
lawful request who instead is willfully blind to the corruption of his political
cohorts.

Fred Perry House is Ponsonby House “re-named”

A certain John Derbyshire of the Crown Prosecution Service (any relation to LibDem Council Leader Sue Derbyshire?) claims Fred Perry House is simply Ponsonby House re-named – at a cost of £12 million that is amazing.

In making this bizarre claim, they were able to continue arresting Mr Parnell if he entered Fred Perry House to try to access Welfare Rights or to question his falsified council tax arrears with Stockport Council. I pointed out many times to the dodgy LibDems and dodgy senior council officers that Fred Perry was not Ponsonby House re-named. They ignored me and kept on arresting sick, innocent Mr Parnell for this alleged crime.

Never, ever trust a LibDem.

Mike here. I
am dropping you a line to let you know what is happening at this end. Today I received a letter from our MP Mr Stunell and within that letter it makes
reference to at my request he has arranged a meeting with senior council
officials to see what he can sort out. Also contained in the letter (this is
what is in my mind – I am thinking, because he is lib dem and along with the
council they might be on the back foot and ready to turn and then be on the
run)
he makes reference to
yourself and as stated reads:- “In
the meantime I received the attached email from Mrs Oliver”
and also is written If you intend to re-engage
Mrs Oliver to act on your behalf please let me know so that he can
withdraw.
and then he
says “As you know, I am
ready to help, but not in competition with Mrs Oliver”,
Sheila how dare he say that and act in
such a way he is to both of us our MP and he has a duty to act on both our
behalf in response to that we have concerns over. You are the only person that
has so far given support, you
truly care
and that is a
big part in our well-being. You help because you willingly choose to, and your
help is greatly appreciated. With my warmest – thank you, Sheila.
