I tried yesterday 25th March 2013 at fred perry house but the police would not receive the reporting of crime about the employee of the council as they would also not do in the past, there is a Rule of Law that no one is above the law, but justice needs to be seen that it is being done or public confidence would be lost.

My trust is being eroded where should I turn for any help or should I just give up our rights and not live the life we all deserve.

Hate crime can be reported by anyone not just the victims so can you help now that I made you aware and the need to report hate crimes in the community.”

In desperation to try to stop what was being done to Mr Parnell I posted up his details on the What Do They Know website with his full permission. I was banned from the site for doing that, and Mike was very upset that it had caused me problems. In reality, it forced me to set up my own website and blog, which has been a mamoth task, but certainly worthwhile.

Mr. Parnell is listed by the Council as a vulnerable person. This is the procedure that should have been followed in his case:-

He was not able to access the help available to him, such as Citizens Advice or Welfare Rights, because he was not able to enter Fred Perry House; if he did so he faced 5 years in prison. I was not allowed to act on his behalf. The restraining order was put in force for a assault of which he was acquitted at the Crown Court, where council employees were found to have lied to the court and used aggressive behaviour and language towards him – video evidence available on request. There would appear to have been no attempt to sort out his arrears, which from the documentary evidence I have seen he doesn’t even owe. I have seen none from you to suggest he does, despite many requests.

May I respectfully suggest you stop hounding him for this council tax, which he doesn’t owe anyway. The Council sent him, an innocent man, to prison, put him under a sentence of 2 years 8am to 8pm house arrest, meaning he couldn’t even visit his doctor when he was a very sick man. You even charged him £66 or £63 court costs (no consistency at SMBC) for a council tax arrears court case which he won.

I would have to question whether senior council officers and executive councillors at Stockport, such as Barry Khan, Goddard and Derbyshire, are even insurable as holders of public office.

Dear Mr Jones

Thank you very much for your very kind and helpful letter. I hope you don’t mind if I cc this email to the local press, who have kindly shown an interest in Mr. Parnell’s tragic case.

I shall discuss the matter with Mr Parnell and get back to you, as I don’t fully understand the situation yet.

I note you mention the explanation given to Mr Parnell in May 2003. I have a copy of that letter, which states:-

“Mr. Birks has advised me that the Department of Works and Pensions is not recovering the overpayment of income based on Jobseekers Allowance from you, as it was caused by official error and you could not reasonably have been expected to realise that you were being overpaid.”

As a taxpayer I am very annoyed at the possibly hundreds of thousands of pounds the failure to resolve this matter has cost me personally. I am also annoyed that a kind and peaceful gentleman has been driven to attempt suicide over this matter, has been repeatedly imprisoned, is being threatened with the bailiffs in his own home, which would leave his troubled daughters homeless.

However many letters and emails it takes from me to sort out this sorry mess, I am determined to do so and I hope you will kindly bear with me over this.

I shall also cc this to his local MP Stunell, who repeatedly refused to act on Mr. Parnell’s behalf, to Eric Pickles, Secretary of State and to Baroness Eaton of the Local Government Association, who is assuring the Secretary of State Mr Pickles that members of her organisation do not waste money on a gargantuan scale. I beg to differ.

I do hope Mr. Parnell won’t continue to be arrested whilst this matter is being sorted out, particularly as Stockport has now lost 15 police officers due to cuts, and I did try to help sort out this mess over a year ago but the Council refused to accept Mr. Parnell’s letter giving me authority to act on his behalf, for reasons it prefers to keep secret.

To persecute someone over non-existent council tax arrears (I have seen the evidence and Mr Parnell doesn’t owe any money) when they are officially recognised as a vulnerable council taxpayer and whilst in Intensive Care following a life threatening cancer operation wins you a place on Stockport Council News, and your actions will be publicised on Twitter.

I have already informed the Coroner, Dr Pollard, over what is being done to Mr Parnell, and good man that he is he showed concern. You may well find yourself dragged into the Coroner’s Court to account for your despicable actions.

Dear Mr Jones

Please see the attached authority from Mr. Parnell to act on his behalf (img 193).

Please also see img195. I am sure you, as I do, want a simple resolution of this whole matter, so that no more council taxpayers’/taxpayers’ money, court time or police time will be wasted on this matter.

Could you please give me an explanation of how from img 195 attached the 2002 benefits arrears of £485.05 have arisen. There were no arrears from the end of 2001 and at no time had the Parnell’s financial or other circumstances changed. The Parnells were, as far as I am aware, entitled to full council tax benefit during this time, so how could any arrears have arisen?

I very much look forward to hearing from you in 10 working days.

I shall cc this to the local reporter who has covered Mr. Parnell’s case.

It has taken me some time in setting up my website, which is why I have been quiet for a while. I am in the process of putting up all details of Mr Parnell with respect to your actions. Quite a lot still to put up there. If you have any problems with what I have posted up there regarding your part in this matter, please let me know and we can discuss it.

I still have authority to act on Mr Parnell’s behalf. It has not been rescinded.

What you need to remember is that in the run up to the very interesting 2015 elections, the enemies of the LibDems will seize on every wrongdoing of their’s and how much worse can wrongdoing have been than this tragic case?

Hello how are you, I hope you are all keeping well.
I am sending you this information for a further insight into council officers immoral deceitful un-lawfulness, please use this email with sensitivity.

karen is troubled with how the council and their persecution of me is in her worries killing me, it was a bad time for karen when I was in hospital, firstly I had to sign a declaration before surgery that I agreed and understood there was a possibility that 1 in 4 men having my operation don’t make it through the procedure, that over and passed karen seeing me in intensive care was worrying the worst was not over, to let you know on the 24th of april 2013 the day before I went into hospital I spoke to peter jones about the summons to attend court on the 9th of May 2013 and he would ask for a hearing of a different date, while I was in intensive care, we both karen and myself received summons to attend court on the 2nd of May 2013, karen before the hearing in court contacted peter jones and has she couldn’t deal with this additional stress agreed to pay the said amount of what they think we owe in council tax of £24 for the year 2012/2013 at a rate of £10 per month plus the court costs for 2years his acceptance from the terms karen made meant he would stop the liability orders in court, yet this did not stop the hearing and it went ahead and an order was granted, without our rights to be heard in a fair hearing, if everything was correct for the court then what has happened now monday this week we received a demand for a new amount because of a mistake they have made, the applicable amount of £167 is the same as our income of £0 which they say is confirmed by the DWP of £0.00, and the council will close our claim if we don’t prove we have no accountable income within the 14 days from the 6/6/2013.

I will keep you informed but just use this at now between us, karen wants it all to stop and if the council said we have to pay double the council tax she would agree she now feels we can never receive our rights when fighting against the council before one of us is dead.

Mike was officially classed as a vulnerable council taxpayer, having been driven to attempt suicide by the Council/CPS/Magistrates Court/Police treatment of him. Chasing a man with serious metastatic cancer in Intensive Care for £24 of ficticious council tax arrears! I have seen all his documents – he owed no money.
